Driving Toward EV Leadership
Prime Minister Mark Carney has launched a sweeping new auto strategy that redefines Canada’s role in the global EV race. The plan includes $3 billion in industrial investment, new tax credits, and a five-year EV affordability program for consumers.
“With Canada’s new auto strategy, we’ll make Canada a global leader in EV production — and unlock massive new opportunities for the Canadian auto industry and Canadian workers,” said Carney.
Building and Powering the Future
Canada plans to strengthen every part of the EV value chain—from mining critical minerals to producing batteries and vehicles. Tax incentives like the Productivity Super-Deduction and clean tech investment credits will lower costs for manufacturers.
To support EV adoption, the government is also launching a national charging infrastructure strategy and upgrading the electrical grid.
A Clean Break from U.S. Policy
While the U.S. walks back its EV targets, Canada is doubling down. Emission standards will tighten significantly by 2035, with an ambitious goal of reaching 90% EV adoption by 2040. Canada is also allowing limited Chinese EV imports, breaking from Washington’s high-tariff approach.
Supporting Workers and Securing Jobs
The strategy invests heavily in workforce development and protection. A new automotive task force will align federal and provincial efforts. Support includes new training programs, extended EI benefits, and funding to prevent layoffs through the Work-Sharing Program.
Protecting Canada’s Industry
Canada will maintain counter tariffs on U.S. vehicle imports until fair trade terms are restored under CUSMA. At the same time, the government plans to modernize its import credit system to reward companies investing in local production, union jobs, and EV technologies.

With global partnerships, domestic investment, and a clear shift in direction, the country is staking its claim as a serious EV power.
