Tesla Nears Europe FSD Breakthrough After Dutch Test Milestone

Tesla Moves Closer to Europe Launch

Tesla says it has finished the final testing stage for Full Self-Driving (Supervised) in the Netherlands. The company has also submitted its full approval package to Dutch regulators, marking a major step toward a long-delayed European rollout.

For Tesla, this is one of the most important regulatory moments yet for FSD outside North America.

Netherlands Review Now Takes Center Stage

According to Tesla’s Europe, Middle East and Africa team, the Dutch vehicle authority RDW is now reviewing the submitted test data and compliance files. The current target for a decision is April 10, later than Tesla’s earlier February expectation.

That delay adds to a long list of revised timelines. Still, the process now appears to be in its final regulatory phase.

Tesla says the submission covers both UN R171 approval and Article 39 exemptions, which are key to bringing its supervised driving system to market under current European rules.

Why the Dutch Decision Matters

The Netherlands is not just another market. A green light there could help Tesla unlock a wider expansion path across Europe. Once approved at the national level, other countries may choose to recognize that decision more quickly.

As a result, one Dutch approval could accelerate FSD access across multiple European markets.

Tesla is also reportedly targeting a broader EU-level approval later this summer.

Tesla’s Validation Push Was Massive

To reach this point, Tesla says it built an extensive testing and documentation program across Europe. The company reported:

  • more than 1.6 million kilometers of FSD road testing
  • over 13,000 customer ride-alongs
  • more than 4,500 track-based test scenarios
  • documentation covering 400+ compliance requirements

In addition, Tesla says it completed numerous safety and performance studies to support the filing.

Tesla Is Challenging Old Rules

Tesla’s European strategy has focused on working through regulations it sees as outdated for AI-driven systems. Instead of reshaping FSD around older driver-assistance standards, the company has pushed for specific exemptions while keeping safety requirements in place.

That approach has taken time. However, it may now be paying off.

What Happens Next

Tesla has cleared a major hurdle, but approval is not guaranteed until regulators sign off. Even so, Europe’s FSD launch now looks closer than it has at any point before.

The next decision could shape how fast advanced driving software spreads across the region.
